[#100][#105] docs(weather): Update weather documentation and README

- Add Mermaid diagrams for broadcast workflow, intent detection, and subscription flow
- Document weather intent service and re-subscription capability
- Update README with intent_keywords config and WEATHER_SUBSCRIPTION.md link
- Add notes/ to gitignore
