Remove the tolerance for `@wip` scenarios in the build

I think this setting was a hangover from the big internal re-working
we did for v2.0 which made lots and lots of scenarios broken for a time.

We should not tolerate @wip scenarios in the build, so I'm
removing this tag filter.
