Use exhaustive cfg for path separator (windows/not(windows))

Replace cfg(unix)/cfg(windows) with cfg(windows)/cfg(not(windows))
to ensure exhaustive platform coverage. Every platform is either
Windows or not-Windows, guaranteeing the constant is always defined.
