Add RUST_XACRO_PACKAGE_MAP for hermetic package resolution

Introduce environment variable support for explicit package mappings,
enabling corpus validation without shotgunning all ROS packages.
Used by validation scripts to provide hermetic package resolution
per instance (v3 corpus metadata).
