feat(cli): add voting process and voter information query tool

Add a new CLI tool for querying voting process and voter information
from MongoDB and Vocdoni API. The tool supports two operational modes:

1. Process-only mode: Displays comprehensive bundle, census, and CSP
   statistics for a given process ID, including vochain process and
   organization information

2. Process+User mode: Shows user-specific participation details,
   including voter information, nullifier calculation, and vote status

Key features:
- Command-line flag parsing with environment variable support
- MongoDB integration for process bundle and user data queries
- Vocdoni API client integration for vochain data retrieval
- Formatted JSON output for detailed information display
- Comprehensive error handling and validation

This tool aids in debugging and inspecting voting processes and
individual voter participation across the platform.
