* test: configure Jest with SWC and add CI workflows

- Use @swc/jest for fast TypeScript compilation
- Add jest.config.cjs, jest.setup.cjs, and .swcrc
- Add .eslintignore to exclude .cjs files from TS linting
- Add GitHub Actions workflows:
  - test.yml: Run tests with coverage on push
  - validate-pr-title.yml: Validate PR title convention
  - lint-package-json.yml: Lint package.json on push

* chore: added coveralls to ci
