Correctly detect obsolete descheduler profile (#3964)

PR #3807 added support for identifying an obsolete,
but still supported, descheduler profile.
However, the implementation was incorrect because
it was checking for LifecycleAndUtilization,
while the correct profile name is LongLifecycle.
