ci: switch to FreeBSD 15.0 and fuzz polkit properties

The action supports FreeBSD 15.0 now so it can be bumped.

The latest packages are used to get polkit-127 where
https://github.com/polkit-org/polkit/issues/506 is fixed so the kludge
skipping properties can be removed.

It's just a follow-up to
https://github.com/dbus-fuzzer/dfuzzer/pull/171.
