Allow null pointers for zero-length slices in `QkObs` (#15540)

* Allow null pointers for zero-length slices in `QkObs`

There are various places in the C-facing structures to build up `QkObs`
where it would be convenient for C programmers if they did not need to
produce a valid non-null aligned pointer in order to pass zero elements
in an array.  This makes it possible to do so, which is consistent with
other places in the C API.

* Revert unnecessary style change
