Resolve Python-version comments for Python 3.10 (#15527)

* Resolve Python-version comments for Python 3.10

Since we've updated to having our minimum Python version be 3.10, there
are a few code comments that can be resolved now.

* Use backported Unpack

* Fix lint issues

* Upgrade missed test file

* Remove out-of-date Python-version comment

The "set" formulation of the test is still reasonable, but the comment
about specific Python versions is no longer relevant.
