* fix(deps): migrate from gax-go v1 to gax-go/v2

The original dependabot PR incorrectly tried to upgrade gax-go from
v1.0.3 to v2.0.2+incompatible. In Go modules, gax-go v1 and gax-go/v2
are separate modules with different import paths.

This commit properly migrates to gax-go/v2 by:
- Updating imports in secrets and health packages to use gax-go/v2
- Removing the v1 dependency from go.mod
- Making gax-go/v2 a direct dependency
