core/sessions: rename session store and loader (#6036)

## Summary
Rename `SessionStore` and `SessionLoader` to `HandleWriter` and
`HandleReader`. Hopefully this makes it more clear that this code isn't
loading sessions but merely handles to sessions which are stored in the
databroker.

Also remove the cookie chunking code because session handles are small.
