Add Rust test of packed-pointer operations (#15552)

* Add Rust test of packed-pointer operations

The main purpose of this is to exercise the pure-Rust packed-pointer
instruction types in the Rust debug and Miri tests, since we don't get
that coverage on things from Python space.

* Temporarily disable Miri

The current `PackedOperation` code violates Miri's strict
pointer-provenance rules, so we can't run the tests through it.  This
will be followed by a patch that reworks `PackedOperation` and
re-enables Miri on this test.
