Remove the remaining bits of the linenotify and msteams integrations

Both linenotify and msteams are EoL (msteams is replaced by msteamsw).

This commit removes the remaining python and CSS bits, and adds
a data migration to delete the remaining (now long defunct) channel
objects from the database.
