Add dialect checks in select_common_type_hook to restrict usage during dump restore (#78)

Currently select_common_type_hook is executed for either
TSQL dialect or during dump restore, although few logic
should only be executed during TSQL dialect and not during
dump restore. Added checks to restrict those logic from
getting executed during dump restore.
