* Initial plan

* Add comprehensive unit tests for forward progress logic in all four modules

- Added test_forward_progress.py for Parsing service (9 tests)
- Added test_forward_progress.py for Chunking service (12 tests)
- Added test_forward_progress.py for Orchestrator service (13 tests)
- Added test_forward_progress.py for Summarization service (15 tests)
- All 49 tests pass successfully
- Tests cover startup requeue behavior, error handling, edge cases, and idempotency

* Address PR review feedback: fix ImportError test, rename misleading test, remove unused import

- Fix parsing test to properly test ImportError handling with mock side_effect
- Rename test_requeue_idempotent_on_multiple_starts to test_requeue_called_on_each_start
- Remove unused Path import from orchestrator tests
- All 49 tests still passing

* Fix linting errors: remove trailing whitespace from blank lines

- Fixed 37 whitespace linting errors (W293) across all test files
- Removed trailing whitespace from blank lines in test_forward_progress.py files
- All 49 tests still passing after linting fixes
- All ruff checks now pass

* Fix CI: Add copilot_startup adapter to orchestrator, parsing, and summarization workflows

- Added copilot_startup to adapter_names for orchestrator service
- Added copilot_startup to adapter_names for parsing service
- Added copilot_startup to adapter_names for summarization service
- The new forward progress tests require copilot_startup module which was missing from CI
- All 49 forward progress tests verified passing locally
