refactor: extract structured logging config

Extract the `sloggin` configuration into a helper function to simplify
the HTTP server initialization logic.

-   Use `sloggin.DefaultConfig()` as a baseline.
-   Enable **Client IP** logging for better observability.
-   Centralize log filtering logic for `/healthz` and `/metrics`.
