Scheduler Affinity paper (#58)

* rewrote affine_on to use infallible scheduling [mostly]

* changed the code to require unstoppable schedulers

* removed set_error from task_scheduler

* a few more fixes and restored tests

* made some progress on the affinity paper

* added a static assertion for affine_on's scheduler being infallible

* added more wording to the affinity proposal
