Replace custom rate limiter by express-rate-limit package (#740)

They've tested it more for sureeerere

Also just using the in-memory store -- technically this loosens the
limit for especially name changes a bit if the server restarts in
between, but I don't think this is a big deal, can store limits in
SQLite later down the line.
