Fix style parameter handling and error validation in CONVERT function (#4393)

Earlier in babelfish, when converting money/smallmoney to varchar, it would throw an error for negative style numbers (except -1) and produce output for float style numbers. This has been fixed to match T-SQL behavior where it now accepts negative style numbers and raises an error for float style numbers.

The CONVERT function previously didn't handle style parameters correctly when converting smallmoney to varchar. A new helper function has been added for smallmoney to varchar conversion, ensuring the output matches T-SQL behavior with proper style parameter handling.

Additionally, when converting date, time, and datetime to varchar with invalid style numbers, the function would silently return NULL instead of raising an exception as T-SQL does.
