refactor(aws): centralize EC2 client interface in internal/aws

- Create internal/aws/ec2_client.go with unified EC2Client interface
- Remove duplicate interfaces from pkg/provider/aws and pkg/cleanup
- Add functional options pattern for dependency injection in both packages
- Add comprehensive mock implementation and unit tests for AWS provider
- Add Ginkgo tests for cleanup and provisioner packages

This follows AWS SDK v2 best practices for unit testing by defining
interfaces for EC2 operations used throughout the codebase.

AWS provider coverage: 0.5% -> 16.0%
Cleanup package coverage: 3.6% -> 3.4%
Provisioner coverage: 16.3% -> 18.3%
