Update DSS Make Commands

Why these changes are being introduced:
Major updates were deployed to Dev1, Stage-Workloads, and Prod-Workloads
for dspace-submission-service recently as part of the re-organization
of DSS under the DSpace Submission Orchestrator (DSO) umbrella. This
included a number of changs to task names, cluster names, and
CloudWatch log group names. As a result, the make commands to run
DSS needed to be updated.

How this addresses that need:
* Update the dev, stage, and prod make commands for running DSS
* Update the dev, stage, and prod make commands for verifying that DSS
can talk to DSpace

Side effects of this change:
None.
