Use dedicated service accounts for UI pods (#3953)

currently, the kubevirt-console-plugin and kubevirt-apiserver-proxy pods are using the default service account, which is discouraged.
instead, they should be using their own service accounts, regardless the fact they don't need any special RBACs.
