Update the email integration to fall back to channel owner's timezone

When we are sending an email alert, we look up the user account
associated with that email address. We use that account's time
zone to format the datetimes. If the account doesn't exist, we used to
fall back to UTC, but with this commit we're falling back to channel
owner's preferred time zone.
