chore: run `go get -u -v ./...` and fix tests (#232)

## Changes

- Upgrade Go from 1.20 to 1.25.5
- Update all dependencies (`go get -u -v ./...`)
- Update build configs to use Go 1.25:
  - `.travis.yml`: use `go1.25.5`
  - `Dockerfile`: use `golang:1.25`
  - `Dockerfile.heartbeat`: use `golang:1.25-alpine`
- `cloudbuild.yaml`: use `golang:1.25-alpine` with script (replaces
golang-cbif)
- Fix Go 1.25 synctest timer compatibility in `heartbeat/heartbeat.go`
- Fix flaky `TestNearest` by making target comparison order-independent
