refactor: Unify all types of Campaigns in one Resource

- Consolidated the deployment_target and update_target resources into a
 single campaign_target resource.
- Consolidated the deployment_campaign and update_campaign resources
 into a single campaign resource.
- Merged the deployment_campaign_mechanism and update_campaign_mechanism
 union types into a unified campaign_mechanism union.
- Moved all campaign type specific fields into the campaign_mechanism
 resource.
    - `base_image` - firmware_upgrade specific
    - `release` - all deployment campaigns
    - `target release` - deployment_upgrade specific
- Derived distinct campaign mechanisms from the former operation_type
 field that previously belonged to the deployment_campaign resource.
- Adapted tests and fixtures to these code changes
- Added database migration to adapt to these changes
