* fix: use TARGET_FILE generator expression for CTest on Windows MSVC

Use $<TARGET_FILE:dagir_tests> instead of bare target name to ensure CTest
properly resolves the test executable path on multi-config generators like
MSVC, where binaries are placed in config-specific subdirectories.

This allows 'ctest -C RelWithDebInfo' to work correctly from the build
directory on Windows without requiring manual path resolution.
