fix: ProcessPoolManager で threading.Lock を使用

multiprocessing.Lock() はクラスレベルでの使用時に fork 時の
IPC プリミティブの問題を起こす可能性があるため、プロセス内での
シングルトン同期には threading.Lock() を使用する。

これにより Docker 環境での E2E テスト失敗が解消される可能性がある。
