package/ci: build for MinGW and Windows RT GLES2/GLES3 on AppVeyor.

Similar workflow to what's done in Corrade and Magnum repos. Finally.
Also:

 * Using LibJPEG Turbo 1.5.0 instead of 1.2.0 because the older one
   doesn't work with MinGW at all.
 * Enabling TgaImporter, ObjImporter and WavAudioImporter in Magnum in
   order to be able to test the Any*Importer plugins.
