Handles transient CDP errors in ListTabs

Adds isTargetNotFoundError() helper to detect CDP "No target with given id
found" errors that occur during concurrent tab operations. Updates ListTabs()
to return an empty list instead of failing when targets are closed between
getting the target list and accessing them.

Fixes TestConcurrentListAndModify flaky test failures.
