Simplify reno template file (#15508)

* Simplify reno template file

There are some small developer-experience quality of life changes here:

- The top-level headings (e.g. "features") are removed from the
  template, to stop people using them accidentally.
- There is more (concise) comment on what's expected in each type of
  release note.
- Some redundant categories ("pulse" and "algorithms") are removed.
- A new "build" category is introduced, for the build system.
