ci: update action versions and add npm caching (#1089)

- Update actions/checkout to v4 in conformance-test.yml
- Update actions/setup-node to v4 in conformance-test.yml
- Add npm caching to setup-node in build.yml, conformance-test.yml, publish.yml
- Pin coverallsapp/github-action to v2 (was @master)
- Update peter-evans/create-pull-request to v7

This reduces CI build times by caching npm dependencies and ensures
stability by pinning to specific action versions.
