リファクタ: エントリポイントを [project.scripts] パターンに統一

- src/app.py → src/mercari_bot/cli.py に移動
- src/mercari_bot/__main__.py を追加
- [project.scripts] に mercari-bot コマンドを登録
- pyright pythonVersion を 3.13 に更新
- mypy 設定を緩和 (disallow_untyped_defs=false)
