refactor: 異常検出を IsolationForest から IQR ベースに変更

- IQR (k=3.0) ベースの異常検出に変更
- Q3 + 3.0 × IQR を超える処理時間を異常として検出
- 箱ひげ図の外れ値定義と統計的に一貫性がある手法
- sklearn の IsolationForest/StandardScaler 依存を削除
- レスポンスに閾値情報（threshold, q1, q3, iqr）を追加
- 「異常検知について」の説明を削除
