Refactoring Temporary labels, allow flow change until last pass, close #275

Before the flow had to be stable already since pass1, now only pass2 ==
pass3

If N-pass mode is added in future, change in flow should trigger another
"pass 2", same as other changes signalling "unsettled" source. This
implementation should be quite ready for that (just needs "is settled"
logic added, like one bool being reset when any change of flow is
detected during pass).
