refactor: SQLクエリをパラメータ化クエリに変更

- _get_cutoff_date() ヘルパー関数を追加（期間制限の基準日時を計算）
- 全メソッドでf-stringによるSQL構築からパラメータ化クエリ（?プレースホルダ）に変更
- ファイルレベルの # ruff: noqa: S608 を削除

対象メソッド:
- get_basic_statistics
- get_hourly_patterns
- detect_anomalies
- get_performance_trends
- get_panel_performance_trends
- get_performance_statistics

これによりSQLインジェクション対策が明示的になり、ruff S608警告が解消
