* Now pass in APP_ENV to e2e tests from CI, added a top border to side-nav for cleaner appearance, added service monitor for API to feed data into Grafana, and fixed e2e tests to wait for load rather than DOM load because the latter doesn't wait until all scripts have been downloaded

* Fixed alert values to properly populate (and with units), added resource limits to cert-manager

* Fixed broken tests and broken YAML for Grafana alerts

* Marked 002-playwright-smoke-tests as complete
