docs: clarify local e2e usage and suite layout

- Document the current test directory structure.
- Fix missing path to ./test/hack.
- Add local run examples so contributors can quickly run the right suite/filters.
- Update the module import example to use sigs.k8s.io/karpenter instead
  of the old karpenter-core reference.
