Fixed license by using new PEP 639 format; increased LGPL version (#262)

Details:

* setuptools has deprecated the current way of specifying the license in the
  Python package. This change uses the new way defined in PEP 639, which is
  excpeted to become mandatory in 2/2026.

* Increased the license from LGPL 2 or later to LGPL 2.1 or later for
  consistency with pywbem project, because the license was incorrectly copied
  when nocasedict was separated out from pywbem.
