Fixed 'socket.gaierror' exception when --bind-addr option was not specified (#1504)

Details:

* When the --bind-addr option was not specified, the bind_addr passed
  HTTPServer() is the empty string. That was interpreted as a hostname
  that needs to be resolved (instead of the wildcard address) and caused
  socket.gaierror to be raised. Fixed that by passing None when the
  option is not specified.
