refactor: 内部使用のみの関数・定数に _ 接頭辞を付与

同じファイルからしか参照されていない関数・定数を内部化:

- webui.py: _SCHEMA_CONFIG, _QUAKE_CRAWL_INTERVAL, _start_quake_crawler,
  _stop_quake_crawler, _term, _sig_handler, _create_app
- cleaner.py: _SCHEMA_CONFIG, _JST, _remove_empty_directories, _run_cleaner
- healthz.py: _LIVENESS_FILE, _RSUDP_LOG_FILE, _LIVENESS_INTERVAL,
  _CONTAINER_STARTUP_GRACE_PERIOD, _LOG_TAIL_LINES, _get_recent_logs,
  _check_liveness, _notify_error
- schema_util.py: _SCHEMA_FILE
- quake/crawl.py: _JMA_LIST_URL, _JMA_DETAIL_URL, _parse_coordinate,
  _parse_intensity
- webui/api/viewer.py: _get_config, _get_screenshot_manager, _parse_filename,
  _get_screenshots_path, _get_quake_db_path, _format_screenshot_with_earthquake
