refactor: dict 形式から Config クラスへの設定アクセスを移行

- src/*.py: config["key"]["subkey"] 形式から config.key.subkey 属性
  アクセスに変更
- src/rsudp/webui/api/viewer.py: get_config() ヘルパー関数を追加
- tests/conftest.py: quake_db_config フィクスチャを追加
- tests/**/*.py: テストで Config クラスを使用するように修正
