* chore: reuse upload etag and fix tests

* fix: address PR #719 review feedback

- Improve container creation error handling with explicit AzureError catch and preserve cause chain
- Add documentation for ETag fallback strategy and SDK version compatibility
- Add test cases for container error paths (ResourceExistsError and AzureError)
- Clean up unused archive_id variables in ETag tests
- Fix import organization for AzureError in test file

* fix: address critical exception handling and ETag refresh issues

- Add outer exception handler to wrap BlobServiceClient initialization failures
- Fix dict ETag check to use 'in' operator instead of get() for falsy values
- Add error recovery for ETag refresh failures (log warning, don't fail save)
- Add test for BlobServiceClient initialization failure
- Add test for get_blob_properties() failure during ETag refresh

* test: remove assertions on private fields, rely on observable behavior

- Remove _metadata_etag assertions from ETag extraction tests
- Tests now verify behavior through mock call counts only
- Reduces coupling to implementation details, improves test maintainability

* Update adapters/copilot_archive_store/tests/test_azure_blob_archive_store.py
