Removed support for Python 3.8 (#1494)

Reasons:

* Python 3.8 is out of service since 2024-10-07.

* The new way to specify licenses defined in PEP 639 requires setuptools
  > 77.0.3, which requires Python 3.9. Since pyproject.toml does not
  support environment markers in its build-system.requires property,
  this means that the new license approach can only be supported on
  Python 3.9 and higher. Since the new approach is expected to become
  mandatory by 2/2026, support for Python 3.8 in this package is removed.
