docs: consolidate documentation into canonical docs/ structure (#698)

- Consolidated 30+ guides from documents/ into organized docs/ structure
- Created docs/CONVENTIONS.md, docs/BUILDING_WITH_COPILOT.md
- Added docs/operations/deployment.md, ci-test-timeouts.md, GPU setup guides
- Moved 9 guides: LOCAL_DEVELOPMENT, TESTING_STRATEGY, CI_COVERAGE_STRATEGY,
  VECTORSTORE_INTEGRATION, MICROSERVICES_AUTH, GATEWAY_TLS, architecture patterns
- Archived 26 historical implementation notes to documents/archive/
- Removed 21+ redirect stubs and 5 superseded files
- Updated all cross-references in README.md, docs/README.md, docker-compose.yml
- documents/ now minimal: schemas/ (JSON) + archive/ (history) + README

Result: Single source of truth in docs/ with coherent structure across
development, operations, architecture, features, observability, and conventions.
