refactor: retry_error_by_id の Selenium 遅延初期化とセッションリトライ機能を追加

- retry_error_by_id(): エラー情報を先に確認し、有効な場合のみ
  Selenium を起動するよう変更（無効/解決済みエラーでの無駄な起動を防止）
- execute_retry_single(): セッションエラー時のリトライ機能を追加
  （execute_retry_mode() と同様の構造に統一）
