Prevent {{Information}} from being detected as a license template

The test page https://commons.wikimedia.org/wiki/Template:Information/sandbox/testcases
includes license templates as part of the test. This causes
{{Information}} to be detected as a license template, which makes the
bot replace it when changing the license. It shouldn't do that. This
patch prevents template sandboxes and testcases from being used for
aliases, and also adds a belt-and-suspenders check to make sure
{{Information}} isn't added.
