refactoring the `Animation.Manager.split_config` to be more clear an extensible by using the `Enum.group_by` function.

Fixing also:
* some minor typespec issues (that Dialyzer wasn't complaining about.
* correcting some variable names
* not starting `:wx`, `:observer`, except if we are running in `:dev` mode
