🐛 **`NavigableStatement.find_matching` now returns empty array when no criteria specified**

Previously, when both `type: nil` and `text: nil` and no block was given, the method would match ALL statements (since no conditions filtered anything out).
This caused `PartialTemplateMerger` to incorrectly report `has_section: true` when `anchor: nil` was passed.
Now returns an empty array when no criteria are specified.
