feat: weather.py の動作確認コードを拡充し tenki.jp パーサを修正

動作確認コード拡充：
- -t TYPE オプションを追加（all, yahoo, clothing, wbgt, sunset, tenki）
- 各機能のテスト関数を追加

tenki.jp パーサ修正：
- TenkiHourlyData.precip を int → float に変更（降水量が小数で返却されるため）
- humi の行インデックスを 10 → 11 に修正（テーブル構造変更に対応）
